- School Applicants: Budgets are set at $13.60 per student.
- Library Applicants: Each library location receives a budget of $15,000.
- Budget Minimum: All applicants are guaranteed a minimum budget of $15,000.

To qualify for funding, services and equipment must be designed to improve or enhance the cybersecurity of K-12 schools, libraries, or consortia. The Pilot Program Eligible Services List includes four general categories of technology:
- Advanced and Next-Generation Firewalls: Essential for protecting networks from unauthorized access and cyber threats.
- Endpoint Protection: Provides security for individual devices connected to the network.
- Identity Protection and Authentication: Ensures that only authorized users can access sensitive information and systems.
- Monitoring, Detection, and Response: Enables institutions to detect and respond to cybersecurity incidents promptly.

- Part Two: Required for selected participants, this part gathers detailed information about the applicant’s current cybersecurity posture, training, policies, and history of cyber threats.
Selected participants will undergo competitive bidding via FCC Form 470, request discounts through FCC Form 471, and manage invoicing using BEARs or SPIs (FCC Forms 472 or 474).
